Cumulative Update 3 does not apply

I have been trying to apply CU3 but I'm still at RTM.I went to a Microsoft download site and downloaded what was supposed to be CU3.[url]http://support2.microsoft.com/hotfix/KBHotfix.aspx?kbnum=2984923&kbln=en-US[/url]It downloaded 477672_intl_x64_zip.exe and that extracted into SQLserver2014-KB2999197-64.exe.I did another google and was directed to another site but I could not tell which file(s) to download?[url]http://support.microsoft.com/kb/2984923[/url]Any help would be greatly appreciated.
